The four provincial governments of Canada established ALC on behalf of all Atlantic Canadians. The shareholders are the:
Lotteries Commission of New Brunswick
Nova Scotia Gaming Corporation
Prince Edward Island Lotteries Commission
Province of Newfoundland and Labrador
Each shareholder appoints two directors to the Board of Directors, which determines our strategic direction and corporate policies, and guides business operations. It also approves the annual business plan and operating and capital budgets and oversees their implementation at monthly meetings. With the assistance of the Audit Committee, the Board also monitors the corporation's internal controls and financial systems.
ALC was founded on Sept. 3, 1976, offering just one game. Now they are one of the leaders in gaming technology, design, and financial and security controls.
The Atlantic Lottery Corporation was the first to launch and market a "spiel" game in Canada known as TAG, develop in-house expertise and facilities to repair and maintain gaming terminals, introduce bar-code readers/wands to validate tickets, develop the technology to place bar codes on lottery tickets, develop PROS (Prize Redemption Online System), allowing validation of online and instant games on a retailer's terminal, introduce video lottery in Canada, take the idea of bingo and successfully develop it into a lottery ticket, and offer players a bank validation line so they can claim prizes up to $10,000 at any branch of the Bank of Nova Scotia in Atlantic Canada.
Specimen Certificates are actual certificates that have never been issued. They were usually kept by the printers in their permanent archives as their only example of a particular certificate. Sometimes you will see a hand stamp on the certificate that says "Do not remove from file".
Specimens were also used to show prospective clients different types of certificate designs that were available. Specimen certificates are usually much scarcer than issued certificates. In fact, many times they are the only way to get a certificate for a particular company because the issued certificates were redeemed and destroyed. In a few instances, Specimen certificates were made for a company but were never used because a different design was chosen by the company.
These certificates are normally stamped "Specimen" or they have small holes spelling the word specimen. Most of the time they don't have a serial number, or they have a serial number of 00000. This is an exciting sector of the hobby that has grown in popularity over the past several years.
